·     Against the betrayal of Central Government employees and pensioners by Group of Ministers of NDA Government.

·        Demanding increase in minimum pay and fitment formula.

Dear comrades

          We know that all of you are in the midst of hectic preparation and campaign for making the 16thMarch Strike action a great success.  As has been explained in the article, which we have placed on our website, the NDA Government, led by BJP has exhibited the worst anti-employee attitude in the post independent  era of our country.  This Government has treated its own employees as its worst enemy. The decision taken by the Union Cabinet on 29th June, 2016 rejecting even the recommendations made by the high level committee chaired by the Cabinet Secretary was unprecedented. Even the setting up of various committees was nothing but an eye wash. Nothing will come out of that.  Even the NPS Committee on which the young comrades had pinned some hope of at least  getting a minimum guaranteed pension will produce nothing.  The discussions at the JCM fora has been converted into mostly monologues i.e. the official side simply listening and not reacting.  The Government, it appears, has made the Pension department to reject the one and only recommendation of the 7th CPC which was considered to be positive i.e. Option No.1 for pensioners on the specious ground that the same is not feasible to be implemented. The allowances committee has dilly dallied its deliberation and would now submit its report after the extended period of 6 months expires on 22.02.2017. Even if they make any positive recommendation, which is seldom expected, the NDA Government would not act upon it.  They have very successfully postponed the payment of the revised allowanced for 15 months. 

                In the face of such terrible onslaught, betrayal and chicanery, which no Government in the past has every indulged in,  it is surprising that some of our friends who has a predominant role in the movement of the Central Government employees has unfortunately chosen to wait and watch.  It appears that they have chosen to wait endlessly hurting the cause of the workers. 

                We have no hesitation to affirmatively state the obvious that we have chosen the right path, the path of struggles, which can only the choice of the working class against tyrannical attitude of the employer, howsoever, powerful they may be. We must realize that those who are  in the saddle of power today are not permanently posted there. We were witness to the abysmal downfall of persons who were arrogant personified.  It appears that the reasonableness, righteousness and patience we had exhibited have been taken as signs of cowardice. The undeniable fact is that those who fight, only can win. We, therefore, appeal to you to carry on with conviction and courage.

                Eight months will be over on 6th March, 2017, when the Group of Ministers held out the assurance of revisiting the minimum wage and multiplication factor.  It is now crystal clear that that was an act of chicanery.  No committee was set up and no discussions were held to seriously consider the issue.  We, therefore, appeal to all of you to ensure that the day, i.e. 6thMarch, 2017 is observed as a day of betrayal and all our members are requested to wear a Black badge with the following words inscribed on it in bold letters and conduct demonstrations in front of all Central Government offices.

          6TH March 2017 must be yet another occasion to mobilize our members to ensure their participation in the 16th March, 2017 strike action and ultimately win all the demands in the charter.

MoU between DoP & Min. of Labour & Employment - POs as Employment Registration Centres


The concept of developing a tie-up between DoP and Ministry of Labour and Employment (MoLE) to leverage rural Post Offices as an Employment Registration Centre has been initiated by DoP as a follow up to the recommendations of the Group of Secretaries, appointed by the Hon’ble Prime Minister to explore innovative ideas for transformative change in various areas of governance.


2. A Memorandum of Understanding (MoU) has been signed between DoP and Ministry of Labour and Employment (MoLE) to leverage Post Offices as Employment Registration Centres. The project has been scheduled to be launched on 12-02-2017 at Hyderabad by the Hon’ble Minister for Labour and Employment.

3. The project envisages enabling post offices to function as an Employment Registration Centre for unemployed rural youth through National Career Service (NCS) portal, which facilitates registration / updation of job seekers, job providers, skill providers, career counsellors, etc. The portal provides job matching services in a highly transparent and user friendly manner.

4. The tie-up is expected to bridge the gulf between the net connected urban areas and non connected rural areas, helping the youth to avail facility to register for employment at their doorstep hassle free. It will also provide access to the unemployed youth to a rich repository of career content over 3000 of occupations across 52 sectors kept by the NCS data base.

5. The project will also create a nation-wide online platform for jobseekers and employers for job matching in a dynamic, efficient and responsive manner. The post offices would be charging nominal charges for the services as below:

New Job Registration : Rs. 15/-
Updation of Job seeker Profile : Rs. 5/-
Printout of Application Form, if Any : Rs. 10/-

6. It would be great opportunity and convenience to the unemployed youth of the county and a win-win situation to both the DoP and MoLE . The tie-up will also help the post offices in increasing its footfall, visibility and pave way to bring back the post offices to the mainstream offering relevant services to the citizen.

Don't have minimum balance in your SBI account? Get ready to pay fine from April 1

NEW DELHI: Making it compulsory for account-holders to maintain a minimum balance, the State Bank of India (SBI) said on Thursday said it will be charging defaulters a penalty from April 1 onwards. 


Making maintenance of Rs 5,000 mandatory for accounts in metropolitan areas, Rs 3,000 in urban areas, Rs 2,000 in semi-urban areas and Rs 1,000 in rural areas, the SBI listed out the charges to be effective from April 1. 

These charges will be based on the difference between the minimum balance required and the shortfall. For metropolitan areas, if the shortfall is greater than 75 per cent. the charges would be Rs 100 plus service tax. 

If the shortfall is between 50-75 per cent, the bank would charge Rs 75 plus service tax and for below 50 per cent shortfall, a fee of Rs 50 plus service tax would be levied, according to the SBI notification of new charges. 

Similarly, for rural areas, the penalty for non-maintenance of minimum balance ranges from Rs 20-50 plus service tax, it said. 

The public sector lender would also renew from April 1, the Rs 50 charge for people carrying out over three cash transactions at its branch within a month. This charge is applicable currently as well. However, there is no upper limit on the amount of cash transacted. 

"These cash transaction charges at branches are already existing. The same have been renewed for the next financial year from April 1. It is to deter the customers from visiting the branch but the charges are very nominal. As it is, the customer does not need to visit the branch often because we provide 10 free withdrawals in a month from ATMs," a SBI official told IANS.
