Demonetisation : Financial Advise

Financial Advise :

1)      Deposit cash less than Rs. 50000 at one time & 10 lac cash in a year (1.4.16 to 31.3.17) in saving bank account. To avoid Income tax department Notice.

2)     Do not deposit cash more than Rs.2 lakh in saving bank account (from 11/11/16 to 31/12/16). If you are non tax payer. To avoid Income tax department Notice.

3)    Don't try to be over smart
By depositing cash in your different different saving bank accounts. As for income tax limits (Rs. 200000 & Rs.1000000) those will be considered all together.

4)     Till 30th December no limit for depositing cash in bank so people may do a mistake.

5)       Pan card must for depositing Rs.50000 /- and more.

6)       Don't use Credit Card for shopping more than Rs. 200000 (from 01/04/2016 to 31/03/2017). To avoid Income tax department Notice.

7)      Do not panic and rush to the banks or post office for depositing the old notes.You are monitored.

8)      Understand the impact. When you go to the bank for depositing the same you first check that whether you have cash balance in your books or not.

9)      Any unexplained cash deposit attract tax @30%, interest & 200% penalty.

10)     Update your books of accounts immediately to know cash position.

 AN INJURY TO ONE IS AN INJURY TO ALL 
THE WEAK AND DOWNTRODDEN NEED PROTECTION

The Government of India decided to extend the benefit of enhancement of bonus calculation ceiling from 3500 to 7000, to Central Government employees also, in the wake of 2016 September 2nd General strike, in which this was an important demand of the Confederation of Central Government Employees & Workers and NFPE. Orders enhancing the ceiling to 7000/- was issued by Government of India on 29th August 2016 with retrospective effect from 01-04-2014. i.e; from Financial year 2014-15. Payment of arrears for the year 2014-15 was made to the departmental employees in the month of September 2016 itself.

Unfortunately, the benefit of enhanced bonus calculation ceiling is not extended to three lakhs Gramin Dak Sevaks till this date. They have neither been paid arrears for 2014-15 nor the enhanced bonus for 2015-16 also. Each GDS employee has suffered a loss of Rs. 14,000 for two financial years on account of limiting the bonus to the old ceiling of 3500. There is no convincing or valid reason for denial or delay in payment of enhanced bonus to Gramin Dak Sevaks.

Last time, the Nataraja Murthy committee’s recommendation had resulted in denial of enhancement of bonus calculation ceiling from 2500 to 3500. Nataraja Murthy has recommended that GDS should be paid only 50% of the bonus of regular employees, as their productivity is only 50% of full time employees. Government accepted this recommendation and refused to grant enhanced bonus calculation ceiling of 3500/- to GDS, Against this decision of the Government NFPE, AIPEU-GDS and Postal Joint Council of action conducted series of agitational programes including strike and finally Government approved 3,500/- bonus calculation ceiling to GDS also. Thus the issue was settled once for all and there is no need of raising any doubt by the Postal Board, this time.

But, surprisingly, the Postal Board instead of issuing orders for grant of enhanced bonus to GDS referred the issue to GDS Committee. Fortunately, unlike Nataraja Murthy (a sadist officer who snatched away many of the benefit of GDS through his most retrograde and inhuman recommendations), the present GDS committee Chairman Shri Kamalesh Chandra (Retired Postal Board Member) submitted a reasonable, balanced and judicious recommendation to the Postal Board. In his recommendation Shri Kamalesh Chandrahas made it clear that the difference between the revenue generated by Branch Post Offices (GDS) and the expenditure incurred for running the BOs is only 200 Crores, where as the total deficit of the Department of Posts is more than 6000 crores. That shows that major portion of the loss of the Postal Department is not due to GDS system. He recommended that as the productivity of GDS is equal or in some cases more than departmental employees, GDS are eligible for enhanced bonus ceiling of Rs.7000/-.
                                                         
Inspite of this unambiguous recommendation, the Postal Board refused to issue orders. Instead, it has referred the file for approval of Finance Ministry. Now the file is pending with Finance Ministry. More than two months are over, after the Government issuing the enhanced bonus calculation ceiling order. Three lakhs GDS are totally disappointed and their anger and protest is increasing day by day. Grave injustice is done to the GDS and it cannot be tolerated.

There are 5.5 lakhs employees working in the Postal Department, out of that 2.75 lakhs are Gramin Dak Sevaks. Denial of enhanced bonus to 50% of the work force is a clear case of discrimination. 

It is not a case of GDS alone. 

In a family if somebody is affected, then it becomes the issue of all members of the family. Every member of the family shall stand together to help the affected member and to resolve the problem. 

Here also, the problem of GDS who are the most oppressed and down-trodden section of the Postal department is the problem of all. An injury to one is an injury to all.


It is in this background, Postal JCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS has decided to organise two day’s nationwide strike on 9th & 10th November 2016, demanding:

 (1) enhanced bonus to GDS; and 

(2) payment of arrears of revised wages from 01-01-2006 to all casual labourers.

Now, post offices make testing soil easy for farmers

In a bid to make soil testing service accessible to farmers, department of post, Pune region, has launched a pilot initiative on Friday named Kisan Vigyan Doot (KVD) where farmers can submit their soil samples at the nearest post offices. 

The samples will be tested at the agencies and a report will be sent. The project, announced at the postmaster general's office, is a facility spearheaded by the postal department in collaboration with Krishi Vigyan Kendras (KVKs), Baramati. 

Sumitha Ayodhya, director of postal services, Pune region, told Mirror, "This is a first-of-itskind initiative that has been introduced in the state. Most farmers are either unaware of the importance of soil testing or the agencies are inaccessible to them, which leads to unsuitable cropping and eventually financial loss." Pune region is spread over four districts — Pune, Satara, Solapur and Ahmednagar — consisting of 2,161 branches that operate in rural areas. 

"The rural post offices can collect soil samples from farmers and send it to the KVKs. India Post will act as the farmers' messenger with KVKs offering a perfect blend of its services. 

In the pilot stage, this initiative will be implemented at the branch offices of Pune Mofussil (MFL) division," said F B Sayyed, assistant postmaster general, Pune region. Vivek Bhoite, subject matter specialist of soil testing, KVK, Baramati, stated that increasing urbanisation has weakened soil health. 

"Most of the farmers are unaware about soil health thus the fertility has worsened. Farmers have approached us for tests from Pune, Phaltan in Satara district, Ahmednagar, Solapur and Bhor tehsil. 

Currently, the entire process of submitting the samples to obtaining the results takes nearly eight days. With the implementation of the project, the time taken for the tests will reduce considerably," he said. 

Farmers are also happy with the initiative undertaken by the postal department. Shyam Sunder Jaigude, a farmer from Bhor tehsil, said, "If this project works, it will benefit those who are forced to neglect their lands while the tests are being conducted."


KVK in Baramati is a Farm Science Centre at the district level that was established in August 1992 under the affiliation of the Indian Council of Agricultural Research, New Delhi .

India Post plans courier play to boost revenues


In an attempt to increase its parcel delivery capacity, India Post plans to partner with courier companies to help them leverage its reach in rural areas and remote locations. 

As part of this exercise, India Post has started a pilot project with Blue Dart Express Ltd, a private courier firm, to check the viability of the tie-up for delivery of parcels. India Post has a network of 154,939 post offices and an employee base of 460,457, out of which 261,162 are gramin dak sewaks who work part-time for the department.

“We are already serving e-commerce firms in small towns and rural areas for delivery of their parcels. We can use our existing infrastructure—logistics and postmen—with which we are servicing e-commerce firms,” a senior official from India Post said requesting anonymity. 

The boom in the e-commerce sector has come as a lifeline for the postal department. Till March 2016, India Post collected Rs.1,500 crore in cash for delivering parcels for various e-commerce portals, including Amazon and Flipkart. The cash collected from e-commerce deliveries by the department of posts was Rs.500 crore in 2014-15, and a meagre Rs.100 crore in 2013-14. 

“Depending upon the success of the pilot, the tie-up will be announced across India for tapping areas uncovered by courier firms either due to logistics issue or cost concerns,” the official added. India Post though directly competes with courier companies with its products such as Speed Post, Express Parcel service and Business Parcel service, among others, its monopoly was broken during late 1990s when private courier companies entered the segment. 

However, most private courier companies ignore outskirts of towns and villages and other far-flung areas. “India Post with its widest network and reach to every nook and corner is best suited for even delivering couriers of other companies as well,” said another India Post official who also didn’t want to be identified. India Post has been exploring options to increase its revenues. 

The postal department plans to have dedicated road routes for short distances and dedicated trains for longer routes to deliver parcels as reported by InfraCircle on 12 August. Experts concur with India Post’s strategy. “India Post has the biggest network and postmen reach to every village. Courier companies may not have the last mile connectivity which India Post has. 

It is a great win-win for everybody. And this is a different India Post we are talking about which is finding ways to identify potential areas to increase revenues,” said Hemant Joshi, partner at Deloitte Haskins & Sells. 

Queries emailed to the spokesperson of ministry of electronics and information technology, under which India Post operates, and Blue Dart on 16 September remained unanswered. The e-commerce sector in India is expected to grow to $119 billion by 2020 with a total of 320 million shoppers, according to a Morgan Stanley report.

It is reported by the Asst. Genl Secretary (CHQ), AIPEU-GDS Com.B.R.Jagdish in Karnakata Circle that the GDS Pay Committee called Unions for interaction meeting in Bangalore on 23rd Aug 2016.

The Representatives of AIPEU-GDS met the GDS Pay Committee along with NFPE leaders and presented the GDS issues to the Pay Committee Members.

THE DETAILS OF CORE AREAS THE DEPARTMENT OF POSTS IS GOING TO FOCUS ON THE COMING THREE YEARS

1.     India Posts Payments Bank(IPPB):

In the area of financial inclusion, the government has decided to set up the India Post Payments Bank. The Post Office with its vast network is the last mile Government institution in the villages that is closest to the people’s heart. The Payments Bank will be run on the state-of-art technology so that they can give quick and sufficient service to the village folks especially in making Direct Benefit Transfer (DBT) payments. The India Post Payments Bank is expected to commence working from May, 2017 and complete linking with all the 1.55 lakh Post Offices by September, 2017.

Benefit :

      I.   Department of Posts with its vast reach and infrastructure is ideally suited to fulfil the parameters laid down for a Payment Bank to ensure financial inclusiveness across the country especially in the rural and remote areas.

    II. The India Post Payments Bank will promote financial inclusion by providing small savings accounts and payments/remittance services to migrant labour workforce, low income households, small businesses, other unorganised sector entities and other users.

   III.  India Post Payments Bank will help to expand banking services to the remotest corner of the country as there is large population in India which do not have banking facilities due to India’s geographical spread, regional disparities, reach and connectivity.

  IV.   The benefits of financial inclusion would result in bringing a host of financial products to suit the needs of different strata of society with special focus on the marginalized sections and citizens in rural areas. It would also bring a large number of individuals and small businesses into the formal banking channel. Combining the use of technology and physical presence it will, create a unique Bank combining physical and digital presence.

   V.   Generation of new employment opportunities for skilled banking professionals and for entities and individuals engaged in propagating financial literacy across the country would be a byproduct of this India Post Payment Bank.

The current status in context of setting up of the Payments Bank including the focus areas is as follows:

      i.        Process of selection of top level management of upcoming India Post Payments Bank has been initiated. A proposal has been sent to Department of Personnel &Training seeking approval of Appointments Committee of the Cabinet (ACC) for the selection of Managing Director  & Chief  Executive Officer  (MD & CEO) of the Bank.
    ii.        The Request for Proposal (RFP) for selection of System Integrators for setting up India Post Payments Bank (IPPB) has been floated.
   iii.        Name of the company India Post Payments Bank (IPPB) has been registered with registrar of companies (MCA) and incorporation of the company is under process.
   iv.        Steps for implementation of the project are being taken as per target set by the cabinet.

2.    IT Modernization Project:

India Post IT Modernization Project with total outlay of Rs 4909 crore aims at modernization, digitization and networking of  1,54,620 post offices,  including 1,29,323 Gramin Dak Sewak post offices, in rural areas across the country.

Under this Project, the benefits for the Customer and the Government are :-

Impact of Digitization/Modernization - CBS and ATM

India Post is one of the largest provider of financial services in the country with an account base of 34.53  Crore and total deposit of Post Office Saving Bank (POSB) accounts and Cash Certificates of Rs.6.53 lakh Crore managed  through a network of more than 1.5 lakh post offices.

Service Delivery Impact:


· Reduction in waiting time for customers at Core Banking Solution enabled post offices
·  Anytime, Anywhere, Any Branch banking from the CBS enabled branches
·  Enabling quick money transfer to rural customers
·  Faster service delivery
· Access to facilities like ATMs, net banking and phone banking to the customers of Small Savings Schemes
·  Prompt grievance redressal on a real-time basis
· Service level improvement for transfer of accounts, posting of interest and encashment of certificates

Core Banking Solution (CBS)
Core Banking is to be rolled out in all departmental post offices (around 25,000). About 1.3 lakh branch post offices will also be covered by deploying CBS (Core Banking Solution) mobile application in hand-held devices. The project will bring in facilities of ATM banking, Internet Banking, Mobile Banking and Phone Banking to the Post Office Savings Bank (POSB) customers. It will enable POSB customers to perform transactions 24x7 in ATMs.
